एमपी इलेक्शन: सर्वे की कोख से निकली लिस्ट

  Kamal Nath is going out of way to prove he is not anti-Hindu MP Assembly Election Update: 14 October 2023 NK SINGH कमलनाथ के प्लान के मुताबिक काँग्रेस की लिस्ट इस दफा सर्वे-नाथ ने बनाई है। प्रदेश के नेताओं में आम तौर पर सहमति थी कि लिस्ट इस बार सर्वे के आधार पर बनेगी। पर क्या यह महज संयोग है कि यह लिस्ट राहुल गांधी के गेम-प्लान के मुताबिक भी है? वे अपनी पार्टी के क्षत्रपों के कार्टेल को ध्वस्त करना चाहते हैं, जो 10-15 एमएलए के बूते पर प्रदेश की पॉलिटिक्स चलाते हैं। सर्वे की कोख से निकली लिस्ट कमोबेश जीत की संभावना के आधार पर बनी है। एनपी प्रजापति जैसे अपवादों को छोड़कर कोई सप्राइज़ नहीं। बीजेपी की लिस्ट देखते हुए, काँग्रेस इस बार फूँक-फूक कर कदम रख रही थी। भाजपा उम्मीदवारों की पांचों लिस्ट 2018 के मुकाबले काफी बेहतर थी। नाम दिल्ली ने तय किए, प्रदेश के किसी भी नेता के प्रभाव से परे। चयन का आधार गुटबाजी नहीं, जीत की संभावना रही। इसलिए, दोनों तरफ के उम्मीदवारों का लाइन-अप देखकर लगता है, मुकाबला कांटे है। टिकट न मिलने से निराश नेताओं की बगावत का दौर शुरू हो गया है। यह हर चुनाव में होता है।

How Jhabua averted ecological disaster NK SINGH निराशा के माहौल में भगीरथ प्रयासों के रूप में उम्मीद के कुछ दीये हैं जो गहन अंधकार को दूर भगाने का काम कर रहे हैं। ये प्रयास भले ही ऊंट के मुंह में जीरे के समान हैं, पर इस बात के संकेत हैं कि पहल और लगन के बूते किस तरह रूख में बदलाव लाने के साथ चमत्कार अंजाम दे सकते हैं। ऐसा ही एक प्रयास पश्चिमी मध्य प्रदेश  के सूखा प्रभावित झाबुआ जिले में आकार ले रहा है। ‘60 के दशक की शुरूआत में झाबुआ में वन क्षेत्र 33 फीसदी था, जो अतिक्रमण के चलते ‘80 के दशक तक केवल 10 फीसदी रह गया। वन कटाव के चलते आदिवासियों ने पहाड़ों की बंजर ढलानों पर खेती शुरू कर दी, जिससे भूमि क्षरण बढ़ा। पर्यावरणविद् अनिल अग्रवाल बताते हैं, ‘‘1985 में जब मैंने इस इलाके का दौरा किया तो मुझे लगा जैसे मैं चांद पर पहुंच गया हूं। इस हद तक वनों का कटाव हुआ कि पूछिए मत।" इसके अलावा, अनियंत्रित चराई, अवैध कटान और जंगलों की आग ने ऐसी पारिस्थितिकीय त्रासदी को जन्म दिया कि लोग वहां से पलायन करने लगे। आज  झाबुआ का नजारा कुछ और ही है। पहाड़ों की चोटियां हरियाली से लद गई हैं और

Bhaiyya Raja, the terror of Chhatarpur NK SINGH असल में हैं तो वे विधायक, पर उनकी तस्वीर मध्य प्रदेश विधानसभा की दीवारों की नहीं बल्कि छतरपुर जिले के इशानगर थाने की शोभा बढ़ाती है। ‘‘भैया राजा" के नाम से मशहूर‘ ये विधायक अशोक वीर विक्रम सिंह पुलिस रिकाॅर्ड के मुताबिक कुख्यात अपराधी हैं। पुलिस की फाइलें इस ठाकुर जमींदार की करतूतों से मोटी हो गई हैं। उनके खिलाफ 26 मामले चल रहे हैं. ये अपराध और अपहरण से लेकर हत्या तक के हैं. उनकी सबसे हैरतअंगेज उपलब्धि नैनीताल जेल में बंद रहते हुए पिछले विधानसभा चुनावों में निर्दलीय उम्मीदवार के रूप में चुनाव जीतना थी। तब वे अकबर अहमद ‘डंपी‘ के दक्षिण दिल्ली के घर एक हत्या के सिलसिले में गिरफ्तार थे। वैसे, भैया राजा का नाम हत्या से उसी तरह जुड़ता रहा है जैसे लोग चाय-बीड़ी पीते हैं। उनकी तलाश फिर से हो रही है। हाल में उन्होंने गिरफ्तारी के बचते हुए अपने अड्डे से विधानसभा अध्यक्ष को चिट्ठी भेजी कि पुलिस ‘राजनैतिक वजहों‘ से उनके खिलाफ मनगढंत आरोप लगाकर उनको तलाश  रही है। अचरज यह है कि उनकी इस चिट्ठी ने अनेक विधायकों को पिघला दिया और उन लोगों ने

NK SINGH Last week’s administrative reshuffle has catapulted Madhya Pradesh to a unique position. Now, every fifth district collector in the state is a woman. Of the 51 collectors in MP, as many as 10 are ladies. This has happened for the first time in the state. The post of a collector, although not very high in the bureaucratic hierarchy, is definitely the most visible and potent symbol of administrative power. Women officers have gained not only numerically, but in importance in the labyrinthine power structure, getting prize postings. For the first time in the history of MP, the Government has posted a woman IAS officer, Chhavi Bhardwaj (2008 batch) as collector of an important district like Jabalpur. It is her second inning as collector. Similarly, it has posted Preeti Maithil (2009 batch) to Rewa, considered a difficult district, in her second inning as collector. सिंधिया समर्थक की रहस्यमय हत्या

Mysterious death of Scindia supporter NK SINGH ग्वालियर रियासत के वंशज माधवराव सिंधिया के प्रबल समर्थक रहे मुबीन भारत ने उन्हें सरेआम थप्पड़ मारा। दो वर्ष बाद इंका का यह सनकी कार्यकर्ता सिंधिया रियासत की ग्रीष्मकालीन राजधानी नरवर में रहस्यमय ढंग से मारा गया। छोटे अखबार और स्थानीय लोग दोनों घटनाओं को जोड़कर देख रहे हैं। मुबीन की विधवा का कहना है कि इस हत्या में ‘बड़े-बड़े‘ लोग शामिल हैं। मुबीन सिंधिया के बहुत करीबी थे। राष्ट्रीय एकता के लिए उन्होंने 1984 और 1987 में यात्राएं की जिन्हें सिंधिया का भरपूर सहयोग मिला था। इन यात्राओं से मिली प्रसिद्धि उनके दिमाग में चढ़ गई और उन्होंने शिवपुरी से विधानसभा चुनाव लड़ने के लिए पार्टी से टिकट मांगा। बाद में यहां का टिकट सिंधिया समर्थक और पूर्व विधायक गणेश गौतम को दिया गया। 1990 में गौतम के ही चुनाव प्रचार के दौरान मुबीन ने सिंधिया को थप्पड़ मारा। मुबीन को जांच के लिए ग्वालियर के मनोरोग अस्पताल ले जाया गया और कुछ हफ्तों बाद उन्हें छुट्टी दे दी गई। जिंदगी पर खतरा महसूस कर मुबीन शिवपुरी से 55 किमी दूर नरवर चले गए और यहां स्कूटर मरम्मत की वर्कश

Scores of newly built prisons are lying vacant

NK SINGH You’ve got to give credit where it’s due. When jails in Madhya Pradesh were getting too overcrowded, the state Government decided sensibly to build more jails to accommodate the prisoners. The next logical step would have been to shift some prisoners to the new jails.  But wait a minute-you’re asking for too much now. You can’t expect governments to sensibly all the time. So that’s where it stands. As many as 67 new prisons, constructed between 1983 and 1988 at a cost of Rs 40 crore, still remain unoccupied. Meanwhile, the state’s jails are bursting at the seams-against their capacity of 18,000 prisoners, they now accommodate 24,500 inmates.  In some jails, like the one at Jagadalpur in Bastar district, the number of prisoners is almost three times its capacity. And what’s the reason for the overcrowding? Shortage of prisons, according to jail officials. The real reason is that the Government has neither the funds to furnish the new prison buildings nor

पुरानी जेलें ठसाठस भरी, पर नई जेलें खाली पड़ी

Old prison buildings overcrowded, new buildings remain unoccupied NK SINGH अच्छे काम का श्रेय दिया ही जाना चाहिए. जब मध्य प्रदेश की जेलें ठसाठस भरने लगी तो राज्य सरकार ने समझदारी दिखाते हुए नई जेले बनाने का फैसला किया. इसके बाद अगला कदम यह होना चाहिए था कि कुछ कैदियों को नई जेलों में स्थानांतरित कर दिया जाता। लेकिन सरकार से हर बार समझदारी की उम्मीद नहीं की जा सकती। और यही हुआ भी। 40 करोड़ रू. की लागत से बनाई गई 67 नई जेलें अभी तक खाली पड़ी हैं. दूसरी तरफ राज्य की जेलों में कैदी ठुंसे हुए हैं. 18,000 कैदियों की क्षमता वाले कारावासों में 24,500 कैदी रखे गए हैं. आदिवासी जिले बस्तर के मुख्यालय जगदलपुर की जेल में तो क्षमता से लगभग तिगुने कैदी हैं। इसकी वजह? जेल अधिकारियों के मुताबिक जेलो की कमी! लेकिन असली वजह यह है कि सरकार के पास न तो जेलों को रहने लायक बनाने का पैसा है और न ही उनकी रखवाली के लिए पर्याप्त कर्मचारी। नतीजतन 1983 से 1988 के बीच बनी इन इमारतों में से दो-तिहाई का अभी तक इस्तेमाल नहीं हुआ। नई जेलों का निर्माण 1983 में उस समय शुरू हुआ जब केंद्र सरकार ने तहसील
