Ordinance to restore Bhopal gas victims' property

NK SINGH Bhopal: The Madhya Pradesh Government on Thursday promulgated an ordinance for the restoration of moveable property sold by some people while fleeing Bhopal in panic following the gas leakage. The ordinance covers any transaction made by a person residing within the limits of the municipal corporation of Bhopal and specifies the period of the transaction as December 3 to December 24, 1984,  Any person who sold the moveable property within the specified period for a consideration which he feels was not commensurate with the prevailing market price may apply to the competent authority to be appointed by the state Government for declaring the transaction of sale to be void.  The applicant will furnish in his application the name and address of the purchaser, details of the moveable property sold, consideration received, the date and place of sale and any other particular which may be required.  The competent authority, on receipt of such an application, will conduct...

But, thank God, the iron has not yet entered the soul of Biharis. There was much hue and cry -- termed by a local newspaper as "wide public resentment" over the firing in Patna Jail on July 7 and in Hazaribagh Jail on July 25 in which 2 and 17 prisoners were killed respectively. At both these places the killings were attributed to alleged "jail-breaking" attempts by Naxalite prisoners. In Patna Jail there was a scuffle between the prisoners and the jail staff over the death of a convict --   described by the jail officials as a suicide case. However, it was alleged in the Assembly that the convict did not kill himself. Bihar: Force requisitioned from NEFA to fight Naxalites in Munger

Besides the Central Reserve Police, services of than three hundred jawans of the Bihar Military Police have been requisitioned from NEFA. The armed forces are functioning from a number of static camps and mobile units equipped with wireless vans. But the guerrillas come from nowhere and carry out their missions successfully, that is, "annihilate the enemy", despite all the tight security arrangements.
