Ordinance to restore Bhopal gas victims' property

NK SINGH Bhopal: The Madhya Pradesh Government on Thursday promulgated an ordinance for the restoration of moveable property sold by some people while fleeing Bhopal in panic following the gas leakage. The ordinance covers any transaction made by a person residing within the limits of the municipal corporation of Bhopal and specifies the period of the transaction as December 3 to December 24, 1984,  Any person who sold the moveable property within the specified period for a consideration which he feels was not commensurate with the prevailing market price may apply to the competent authority to be appointed by the state Government for declaring the transaction of sale to be void.  The applicant will furnish in his application the name and address of the purchaser, details of the moveable property sold, consideration received, the date and place of sale and any other particular which may be required.  The competent authority, on receipt of such an application, will conduct...

Chaibasa: Anatomy of a Riot

A scene from Dharm, a powerful movie on communal riots NK SINGH CHAIBASA  - the headquarter of the adivasi district of Singhbhum - has about 30,000 people, of whom eight thousand are Muslims. A considerable number of East Pakistan refugees too live in this clumsy town. Since it is not an industrial area, Chaibasa has not got many working class people. In the last mid-term elections, the Jharkhand Party had won the seat of Chaibasa, which is a reserved constituency. No municipal elections have been held here for 12 years. Mr Sita Ram Rungta , a local bigwig is the city father. The  Jana Sangh  and  RSS  are quite active here and Shakhas, rallies are organised by them regularly. There had never been any communal riot at Chaibasa. It remained unaffected even during the widespread riots in 1964 which enveloped the district including the steel city of Jamshedpur. Chaibasa, Pic courtesy NIC NK SINGH चाईबासा के ‘बुद्धिमान’ अफसरों का कहना है कि उनके शहर में फसाद की आग अचानक भड़की। 15 अप्रैल के पहले शहर में अमन-चैन था, सुख की बाँसुरी बज रही थी। एकाएक बमों के साथ मुसलमानों ने रामनवमी के जुलूस पर हमला किया और सांप्रदायिक दंगा फ़ाइल गया, जिसमें कुछ मरे, कुछ घायल हुए। तथ्य साबित करते हैं कि पुलिस विभाग का यह कहना सरासर झूट है कि शहर शांत था और वातावरण में किसी तरह का कोई तनाव व्याप्त नहीं था। चाईबासा और चक्रधरपुर के दंगाग्रस्त शहरों के अपने हाल के दौरे के बाद इस संवाददाता ने पाया कि शहर में मुहर्रम से ही तनाव व्याप्त था। इस संबंध में बिहार के कतिपय मंत्री और अधिकारी गलत प्रचार कर रहे हैं जबकि सख्त कार्यवाही की जरूरत है। बड़े ही गैर-जिम्मेदार ढंग से अकर्मण्य पुलिस विभाग की सारी जिम्मेदारियाँ उन्होंने नक्सलवादियों एवम पाक एजेन्टों के मत्थे मढ़ने की कोशिश की। Excerpts from article published in Muktadhara 23 May 1970   Muktadhara 23 May 1970 P1 Muktadhara 23 May 1970 P2 Muktadhara 23 May 1970 P3
